A University on the lines proposed would be concrete proof

of British friendship with China. There are reliable

indications that the Chinese Government would welcome a

University in Hong Kong on this broader basis. During the

Military Administration General Chiɛng Koi Shek personally

expressed to the Commander in Chief his interest in its

re-establishment.

19. The future prosperity and welfare of the British community

in China and the neighbouring territories will be largely

affected by the attitude and outlook of the Chinese educated

20. One of the greatest needs

developing will be that of skilled

personnel.

It seems probable that there will be a rapid and intensive

development of light industry in these xxx countries. Hong Kong

is wellsituated the XP05576X6XXXXXXXXXXXXxxxxxxxxxx through its

University to make an effective contribution to the trained men

who will be needed and through them to spread British influence

and appreciation of the British way of political thought.

21. The University could effectively supplement the work of

the British Council in Chins. Indeed the senior representative

of the Council there has stated that "it is probably true to

say th t Hong Kong University is potentially the largest single

cultural contribution to Chinese reconstruction which Great

Britain is capable of making".

22. In recent months there has been an insistent demand for

some clarification of our intention to retain Hong Kong. Acts speak more loudly than words and a decision to re-open Hong Kong University on the broader basis proposed would in itself have a very reassuring effect both on the business community and the inhabitants of Hong Kong.
